He appointed the AG, but there is a qualifying ladder in place there, at Justice, which is limited to a pool of two or three top qualifiers, from which a new president can choose. Trump was initially concerned about that pool during the transition.
I dont recall how that concern was ever addressed, or that he was able to do a thing about it.

I don't believe for a second that a competent executive like Trump would place any less care in selecting a key direct subordinate's deputy as upon the principal. A deputy is always regarded as a possible successor.
