Fox is saying that two precincts do not plan to count their vote tonight, and, in addition, there are 6000 absentee ballot to be counted tomorrow.

That means no winner tonight.

What possible reason could those two precincts have for not counting their votes?

No that was wrong. Only the Absentee votes won’t be counted.
