If the laws that would have stopped the shooter weren’t enforced, why is the answer ignoring more laws?

So, what’s your solution to getting guns out of the hands of the nutcases that we know are nutcases but who are protected by laws from the same folks who want to take our guns away? Nut cases get to refuse treatment and can’t legally be held if they can say, “Let me go”..
