Exactly.
That's true. I'd rather be facing all the problems of a justifiable shoot than the alternative.

The whole point of weapons/targeting accuracy is to prevent casualties from friendly fire. So you want your security guard to practice, practice, practice. But in any situation in which actual hostile fire exists, the targeting tradeoff is that if you do shoot, you could kill one friendly; if you dont shoot, you can lose 17 friendlies.If after the fact you do have friendly fire casualties, it will always be easy to second guess. But, in the words of Ben Franklins story about two Quakers, the answer can only be "But thee was willing enough that I should stay and help to fight the ship when thee thought there was danger."
It means he was a coward at the moment that counted. He might as well been strummin a Martin singing Give Peace A Chance.
Courage is acting in the face of fear.
He might be all that and then some. But the fact is he was trained on a regular basis for 32 years as a cop and one can be very untrained and kill lots of people very effectively.
And btw, according to Peterson, he did a “Great job”.
