I'd have to say it passed Third World Sh!thole status a while back and is now plumbing new depths. As the article says, most slums in the Third World are better.

The Third World is so disease-infested that its denizens at least know not to crap where they eat (except maybe for Haiti). San Fransicko will find that one out soon enough.
