Instead of arguing the facts, let's look at interests, and focus on the source of this, the Hill. Who owns the hill? Well it turns out it's New Communications, Inc.

News Communications, Inc., through its subsidiaries, engages in the publication and distribution of advertiser-supported newspapers and magazines in the United States. It publishes three newspapers which comprised The Hill, Dan's Papers, and Montauk Pioneer; two magazines which consisted of Dan's Hampton Style and Dan's Hampton Sports; and a guide which comprised Dan's Hampton Style Insider Guide. The company also provides The Hill Health Watch, an online subscription service covering health legislation issues. Its magazines and guide are primarily distributed to oceanfront estates, and to boutiques and restaurants. News Communications, Inc. was founded in 1986 and is based in New York City.

So, the Hill is the public arm of a company providing trade press for the health care industry.
