Partly, but not quite. ROTC is for potential officers. Had that State program required compulsory military training of the entire cohort as a matter of citizenship, Cruz' problems would have been identified and treated.
The President, as commander in chief, can order that the militia be trained under State command by simply finding that they are not "well regulated;" i.e., not combat ready. Congress has power to set the specifications for training and equipment.

Anytime a media entity prints or broadcasts lies about about a person or business, they are to be heavily fined and hit with punitive damages.
If they deliberately lie and it is shown that they did so, that entity is shut down and the liars do hard time.
