No. I’m not transferring blame. I simply listed yet another point at which the perp could have been called on his behavior and short circuited the “inevitable”. As Laz said above, there are so many points at EVERY level - I imagine many of which we do not yet know.

I bet there is one thing lurking in the background that people don’t realize is strong incentive for a guvie bureaucrat to do nothing - fear of the “you violated my rights lawsuit”. There are “mental health rights” lawyers out there always ready to pounce and milk the taxpayer!
