Make the punishment *HURT*. - Open bounty system; same as they do w/ 'crime stoppers' "You may be entitled to $$$...." Really want to drive it home? Pass reciprocity laws: Good enough for ? Good enough for their citizens breaking OUR law(s). No wall needed (yet?), no e-Verify. Give it 5 yrs. to work and tweak as needed. Unfort., even "(C)" love 'em some Fascism+ when it comes to THEIR pet-project(s).
