Probably just following orders from someone higher up who doesn't want such crimes investigated, let alone prosecuted. That lack of enforcement goes throughout our bureaucracies and it will take a long time to turn it around.
And we know who's being protected by the lack of enforcement of that, and so many immigration laws.

Went to the SS office and asked (after an employee of mine got a call from a place that his “wife” worked, they were trying to verify his address; from 400 miles away). Lady slipped up and told me. I suspect they let them pay into the system anyway.

If SS #s are unique and individual, and they are used by others than the holder, doesn't the income get credited to the holder's account? I'd love to have a few other workers loading up my SS account so I can pull more retirement pay!
We need to be able to trade off our EBT hoodrats, babymamas and trailer park meth heads for willing-to-work immigrants. Send them off to the turd world to "upgrade" it. Crash course the immigrants in English and the preferred cultural behaviors.
We have enough people as it is now. Wages are flat. We do not need to import any more workers. We need higher wages and zero immigration and an import tariif.
