I have that shirt. That’s the classic “Communist Party” shirt where major communist figures are drinking and partying. That’s a really common ‘joke’ T-shirt.
Also, his hat is the band KMFDM out of Minnesota. 90’s industrial/electro.

Common? I've never heard of people using that as a joke. Ever.
In fact, my first thought was those depicted on that T-shirt is that they were celebrating Communism.
