Plausible deniability for covering themselves after full revelations are widely known about dossier. Remember, we arw the only only ones who even know about it beacause of msm blackouts
The NYT story is meant to sow discord between Trump and the intel community. This all happened with Trump in the WH. It helps the Dems indirectly because it creates the impression that the intel community believes the allegations in the Steele dossier and are trying to verify it still.
