Obama and Clinton get no pass from me, but keep in mind that the Middle East is flush with Soviet and Soviet-derived (Iranian, Chinese, former Eastern Bloc, etc) weaponry, including MANPADs. There are also European versions of MANPAD that our erstwhile Allies are only to happy to sell to whomever at a handsome profit. That Su-25 could have just as easily been shot down by an SA-7/14 or a Blowpipe/Javelin/Starstreak(UK) MANPAD as a Stinger.
Not entirely true in this case. Mostly what they got their hands on back then with Obamas money was older stuff. Turkey just dumped a bunch of first-line current Chinese MANPADS on the guys fighting the Russians. Thats whats suddenly made the Russian air support a lot harder.

Maj. Roman Filipov was shot down while attacking a refugee column outside Maasaran, a village around four kilometers south of Sarqib.
The Russians have been doing this all along, thinking that they have a lesser chance of being shot down.
What Filipov didn’t know was that two days earlier, 9K38 Igla-3/SA-183 SAMs were captured from the Kurds by Turkish backed forces in Efrin. That’s what shot him down.
The Russians know that because they attack civilians, they will likely be tortured and killed if captured.
Filipov, though happened to land in an area controlled by Jaysh An Nasr and would have been repatriated to Turkey.
As civilians and militia approached him, he shot two of them and then killed himself.

I know of an instance where two small Navy boats willingly surrendered to the a-hole Iranians and let's not forget the Army POS who willingly surrendered to the Taliban nor EVERY a-hole in the Kenyan administration that could have helped in Benghazi.
I was in the Army and thank God I was never in the position of eat a grenade or surrender. In my heart I would NEVER surrender but not everybody has the conscience to fight, especially the new military.
