Only thing I can think of would be if Justice claimed the dossier was the result of documented intelligence-gathering by agents on the ground, and in the interest of maintaining hot pursuit or some such claim, the FISA court may have the latitude to let the DOJ fill in the blanks later after a first, temporary application. Just from what I've read about FISA under GWB.
That adds up to a lot of lies by whoever cooked up the FISA app, and it sure sounds like a lot of jail time!
