This isn't inconsistent. There are no factual inaccuracies in the memo, but now they are saying that the omission of other facts lead to misleading conclusions. Bill came in my house and dumped 15 gallons of water on my desk and destroyed my computer is factually correct, but if I don't tell you it was on fire, you may reach different conclusions about Bill's actions.
And here is another thing. The memo is about corruption in the FBI. So who in there right mind would trust in the FBI’s opinion. That is like asking a Thief if he stole something.
If the FBI has something to say then let them right there own memo.
