My memory is having a very difficult time with this issue.
I think it was during the Bush 42 Administration when the Democrats were told, by the House leader, to clap and to stand whenever they could. This was to show that they were bipartisan and willing to work. The whole idea was so that the visuals during the SOTU speech could not be used against sitting representatives.
Does anybody else remember this? I also think Tip O’Neill used the same theatrics.
This is a high stakes game for both parties.
