Do not fret. He’s mentioned it PLENTY of times. Congress has to do it, most likely, unless he can get another 1 or 2 SCOTUS judeges in. It’ll happen.

He gave a speech that was almost an hour and half long. Don't worry about it. If you have a handle on illegal immigration you automatically cut down on anchor babies. I'm sure he will tackle that issue at some point. Have faith.
