Isn’t Gillibrand the one who refers to “chained” migration/immigration?

Actually, that maggot would be Dickie "Turban" Durbin, the senatorial disgrace from the disgraceful State of Illinois, where I was born (a famous criminal by the name of Daley signed my long form).

When questioned about the exact word DJT applied to certain countries during a recent meeting about immigration policy, Durbin responded (boldface added):

When I mentioned that fact to him, he said, “Haitians, do we need more Haitians?” Then he went on and started to describe the immigration from Africa that was being protected in this bipartisan measure. That’s when he used these vile and vulgar comments, calling the nations they come from “shitholes,” The exact word used by the president — not just once but repeatedly.

That was the nature of this conversation. When it came to the issue of, quote, “chain migration,” I said to the president, do you realize how painful that term is to so many people? African-Americans believe they migrated to America in chains and when you talk about chain migration, it hurts them personally. He said, "Well, that's a good line."

Surely, Senator Durbin knows the meaning of the term "chain migration". Surely, he knows that it has absolutely nothing to do with slavery or racism.

But, psst! He's betting the sheeple don't! And, in the case of your typical Chicagoan, he is most likely right. He's a Democrat politician, after all. They know their audience!
