I think legally that’s how it works. Congress reviews it to ensure no people or methods will be compromised by release, and the President gets to decide whether to actually do it.
Okay, thanks! I was under the impression that the executive branch couldn’t make the legislative branch do that, but what the heck do I know. :-)
Backwards. Committee decides to release, President reviews and gets to object. If President objects, the full House can vote to overrule the President.
