Per Herridge on Dobbs, House voted AGAINST a briefing on the memo for all 435 House members by the FBI. Did I get that right, anyone know? Why would they deny all members a briefing like that?

Because it doesn’t matter any more and it would have caused further delay. It was an attempt to delay release until the whole House had been briefed.
The vote they took settled the matter - it’s going public in five days or less depending on what the President wants to do.
