I think he’s planning on referring to the memo in his SOTU. That’s why he wants it out beforehand.

Hell, I would like for him to RECITE the memo during his speech.Exactly. Would be better than the traditional kabuki theatre style BS a typical SOTU address displays, with a president reciting a sentence and then half the audience stands and claps for 2 minutes, ad nauseum.
