Unfortunately, the Census counts “all persons present” in the USA, which includes illegal persons, if they actually consent to be counted.

Bottom Line - In 2022, high immigration states will pull Congressional Districts and Electoral Votes away from low immigration states.

That will probably mean a net political gain for the Democrats.

I suggest a compromise. How about we count illegal alien wage slaves as 3/5ths of a person for apportionment? < /sarcasm >
