Could be ESL?
Especially since we don't know who this person is, his (yes, I'd say it's a he) motives have not been subjected to scrutiny...
Could be just someone wanting attention or notoriety, could be someone who's really in the know who wants to do something for the right side. Could be a downright malevolent person. I can't say for sure, but I'd frankly be inclined to see him as an IT technician or a middle management staffer of some kind. Not a highly educated person as in say a Cabinet member, Senator, or high ranking military officer.
Just my opinion right now, subject to revision.
