I realize yours was a rhetorical question but I would suggest one possible answer. When Sen. Feinstein made her release, her motivation was to undermine the investigation into wrongdoing. The motivation for the House memo is to bolster an investigation into that wrongdoing. When the case ultimately gets into court, there will be attempts to exclude evidence for any reason that can be thought of and an unauthorized release of evidence could be an issue. While the committee wants to get the information out, they want it to be done in a legal manner that will not jeopardize future court cases.

Along those lines, Trump (and his picks including Sessions) have been extremely careful to stay on the side of the law and Constitution. Not screwing around in some gray area, but staying unquestionably lawful.
I think the idea (inlcuding by some here) that we should fight Obama's banana republic crap with our own banana republic crap is extremely short-sighted. Court cases will probably be needed as you suggest. But whether they are or not, we need to have a clear path back to lawful government and it would be nice if we didn't have to die for that (although we should never rule out that possibility)
