I don’t see how Trump can approve release of the memo since he is the target of the actions of the memo. Him releasing it would dilute the effectiveness of the information.
Release has to go through some process that does not involve the President. It also must involve the Republicans or it will never see the light of day.
Trump would have five days to block release of the memo. If he stays silent for five days, Nunes is free to release the memo.
