I am going to hazard a guess. If the memo contains classified intelligence then only the originating agency can approve the release. This is a process and the process takes time. It most likely isn’t done by one guy. A group will get together in each of the affected agencies and evaluate what could potentially be learned by hostile actors from the release. If there are multiple agencies involved then they must coordinate. All of this activity must be sandwiched in amongst other work those same people are doing. And, while we may think this should be their one and only priority, they may have other duties that involve potential loss of life. Those duties will come first. If, for example, you are on this committee and you suddenly have a source whose life is in danger, you handle that first.
