I don't know about "running" and Maryland law, but I believe federal law denies the freak the ability to the office, having been convicted of mishandling classified documents.

Freed only a few months, Chelsea Manning has just announced that she is running as a Democrat for the U.S. Senate in Maryland, challenging the two-term incumbent Senator Ben Cardin in the party’s primary.

Ben Cardin seems to be pretty well entrenched in the senate. I'll be a least a little bit surprised if this village-idiot manages to unseat him. I won't be "shocked", mind you, because such a high percentage of democrats these days are just plain stupid, but I will be somewhat surprised.
