Maybe they’ve gone through all avenues of finance in the last 7 years and decided it was more efficient to turn their kids over to the state and for them to receive 3 squares and a bed in prison somewhere.
So they shackle the kids, kids call the cops, and let the system proceed.
3 cars in front of the house, so they’ve figured out how to keep some cashflow running.
They don’t appear liberal in nature, just isolated in the middle of suburbia without income.
I’d await the investigation to see where it all pans out.
The 18-29 year old siblings seem strange in this context.
