It may very well have been - but what year? And what administration came up with the location and the amount? Not that I’m making excuses for Bush - he was no bargain, either.

Heard at 2 sources it was bush approved. The embassy move was Bush approved. The sale price of the old embassy, and the cost of the new embassy construction, was all Obama.
