I thought it was paid by Hillary’s campaign or authority through the DNC via a foil/front DC lawyer. The cost was $12.5 million...so why would the FBI have to pay for any of it?

My guess is that buying the dossier was not a coordinated activity within the campaign and FBI. I am betting that we will find out that fusion shopped this piece of trash around getting several people to buy it for cash besides the person that originally commissioned it.

This is further addressed in Simpson's unsworn deposition released by Sneaky DiFi yesterday & there are some critical events to be ferreted out here - it appears that Fusion GPS was paid by the Russians (for Magintsky things), DNC & HRC campaign (via their law firm) and Obama, too, also filtered through law firm. Simpson says that his activities for HRC were totally separate from his work for Maginstky and that he didn't start HRC things until after prior Republican (Rubio) things were closed & unrelated. Then they work on the bogus "dossier" through the election. Then Simpson says that everything was done but, after the election, Steele produced another memo! Simpson said Fusion GPS never paid Steele for that memo and he wasn't expecting it and he didn't know that Steele was still funnelling everything to the FBI/DOJ because he thought that the FBI had been compromised by Trump! ROFLMAO Most likely, after Rogers got his own IG report and shut down their intercept unmasking. Events so far suggest that Steele was contacted by FBI whom he met in Rome, then he produces this "extra" memo - AFTER THE ELECTION - and that, then, the FBI went back to Rome, again, to get it. It's said that Steele wanted $50K and it's considered that the FBI paid him or "reimbursed" his "expenses" to go to Rome to give it to FBI.
