Problem starts with state statutes. Florida at least.

In order to subdivide a larger parcel in a rural area a landowner needs to build, file and get approved a development plan that MUST have a homeowner association and fees. It is a curse on all future use of the land.

Zoning is local. I'd love to see the Florida statutes you refer to. Or a local statute that requires an HOA.

I think he may be conflating the use of HOAs in Florida needed for the management of retention ponds in developments. Yes that is a law. Once the developer is done with selling all the properties, he has no more responsibility for the management of the ponds aka drainage ditches.

As soon as those so-inclined break into someone’s house via the garage, the home owners should sue the city.
