So the “doctor” used remote jurisdiction
from NY, to enable her to practice psychiatry
in Connecticut where she is NOT licensed
to examine a patient in another state
using her remote viewing “powers”.

I don’t think she does much clinical work.
She’s listed on staff at the Mt. Sinai-BI Petrie campus downtown in Manhattan, if she has a clinic, it’s probably there and the “accepting new patients” on the Yale Psychiatry website is probably a mistake.
If she’s making ROUNDS at Yale (except at the West Haven VA), then she would need a Connecticut license, as she would if she is billing any Federal Health Programs from a Connecticut location, again, except the VA which allows practice in any state with any other state’s license.
"Dr. Oz" was vice-chairman of Surgery at P&S until the embarrassment grew too great, but I don't think he did much if any surgery there.
