Not excusing the dogs' behavior, but was that a file photo or a photo of the actual dog involved? How would YOU like to spend your life on a very very heavy chain, with a huge link like that next to your face? Would that tend to make your disposition better? Whoever keeps that dog like that should have that chain placed around their neck and be made to live on top of rocks out in the weather like that poor dog.
How did the neighbors' dogs get over to the victim to maul her? Did they escape out the door when someone opened it, did their leap their backyard fence or did the neighbor sic them on the woman?
