Why is multiple dogs an issue?

Obviously it's much harder to control two strong animals than one. I've seen a teenage girl walking two pits on a leash, and I know damned well she couldn't stop one of them if it bolted, let alone two. Just as important, all canines are pack hunters. They are much more likely to attack as part of a pack.

Not all dogs are rotts or pit bulls, though. So there’s nothing obviously wrong with having multiple dogs.
