WHAT WE KNOW:

An out-of-control car struck pedestrians on Flinders St
A white SUV collided with pedestrians at around 4.41pm
Paramedics have now transported 13 people to city hospitals
Two more people are being assessed by paramedics at the scene
Three people have been taken to the Alfred
Three have been taken to the Royal Melbourne Hospital
A child with a head injury has been taken to Royal Children’s Hospital
Two men are in custody and are being questioned by police
Buildings fronting on to Flinders St have been evacuated
All pedestrians and vehicles are advised to avoid the area

implies driver was NOT in control, not that the driver deliberately drove into people to cause carnage and chaos
