The word should be “effect”, not “affect”. To bring into being, not to act upon.

Generally, "affect" is used as a verb and "effect" as a noun. There are exceptions and you rightly point one out.

"Effect is sometimes, though not often, used as a verb, meaning "to cause." An example that Towson gives is: "The speaker wanted to effect change in the system." This example's structure/use is similar to the one in question.
