“Control” is probably too strong of a word. In the House, the numbers are definitely on the GOP side. In the Senate, there is a majority, but not an overwhelming one - hence the urgency to seat Moore. But in both chambers you have “political bisexuals” who can go either way, depending on the circumstances.
One such circumstance could be the Republican congress-critters from the blue/purple states that would be hit harder by elimination of the SALT deduction. If they vote for it, they’re much more likely to be replaced by a Dem at the next election than those in a deep red district-state. They would be the most easiest of pickins for Dems, with a populace steamed about a tax on taxes imposed by a Republican congress & President.
