The Army Navy game has always drawn that crowd regardless of the weather because that game always matters. But NFL attendance late in the season, particularly with crappy teams, had often been affected by bad weather.
The point is that showing empty seats at cherry-picked late-season games really doesn't prove anything. League-wide stats are really the only ones that matter because they include teams still in the hint, as well as the bottom-feeders.
The real indicator is going to be viewership of the Super Bowl. That's when they usually pull in large numbers of casual fans to see the "event". My guess is that the numbers are going to be down significantly this year. People I know who have hosted Super Bowl parties on past uears are not doing so.
The NFL truly will start to panic if the Super Bowl numbers are bad.
I have watched every Super Bowl since they started.
I will be boycotting this one.

I will be missing the Superbowl this year for the first time since I was a kid. The NFL is over for me. I will not be coming back.
They are going to try to do the Patriotic Hoo Haa, with flags all over the place and a military flyover, and it will all be an obvious, pathetic lie.
The Commander in Chief should forbid a military fly-by, or dispatch a few T-6A Texan IIs flying in very loose formation.
