The critical difference between Georgia and Ukraine is in size and attitude. When you give Georgia a billion dollars there would be positive effect even given the fact they ‘d stole the most.
In Ukraine you can give them thirty billion and won’t see neither effect nor trace of money a week later.
Then you ‘d ask them WTF they ‘d say you are a hater and a Putinist.
I still think it was a nice gesture by the U.S. for George W. to fly those Georgian troops home from Iraq after the Soviets, erm . . . the Russians invaded.
