I believe he was inquiring about being a surrogate — typically handled via equipment in a doctors office. No sex. Maybe it’s “unusual”, but I would expect that he and his wife would prefer a surrogate they know and trust as opposed to some women an attorney might dredge up.
About 30 years ago, a married couple who worked in my department learned he wasn’t able to procreate. They asked my best friend’s husband if he would be a sperm donor for their child. In the end, he declined, but was a bit flattered that they thought that much of him.
Unless sex was mentioned or suggested by Franks, I don’t see anything more than a slight “ick” factor here.

I guess my thing is, where do you draw the line? Someone almost got kissed by Al Franken 20 years ago. Ok, gross because it's Franken, but isn't kissing a game of chance anyway?
You think someone wants to be kissed and you go for it, but you were wrong. Ok, it's just a missed kiss.
Then 20 years later you lose your job.
