Trump can only pardon Federal crimes. This was tried in a State court.
The law says “offenses against the United States”. Does not appear to specifically mean federal crimes, although it’s commonly interpreted as such.
Not to mention, the federal government has the authority to ensure that the states have “a republican form of government” and not any else—any part of the state that acts like a dictatorship is fighting against the US Constitution and can be corrected.
