Well, it may very well be that this was set by human hands, but if you believe that God is in control, then God is allowing these things to occur.
Isaiah 45:5-7
5 I am the Lord, and there is no other;
apart from me there is no God.
I will strengthen you, though you have not acknowledged me,
6 so that from the rising of the sun
to the place of its setting people may know there is none besides me.
I am the Lord, and there is no other.
7 I form the light and create darkness,
I bring prosperity and create disaster;
I, the Lord, do all these things. In short, The Lord takes 'credit' for all things (there's multiple passages for this, too, not just this one). God is either in complete control, or he is not. If not, then he's not God if anything can thwart him.
