Another reason to fire Sessions and put someone in there who can do the job.

"Contempt of congress" seems to have no teeth without an order from DOJ.The Sergeant-at-Arms for the House and the Senate, have the power to arrest and incarcerate.
Unfortunately, recently, Congress has instead sent referrals to the DOJ, which in this case would be a big problem.
