Back in the 50s/60s, when towns around Military bases started getting frisky, they would start 2 dollar bill paydays.
After a couple of days and oped would show up in the local paper and REMIND people of why and where the 2 dollar bills were coming from and it really wouldn’t be in anybodys best interest to have the town put ‘off limits’.
