My guess is that the FBI is already investigating the Clinton Foundation and Uranium One, along with a reliable US Attorney’s office. If so, the appointment of a special prosecutor would actually cause delay and disorganization because a new team of staff lawyers and investigators would have to be hired and get up to speed. Since longstanding DOJ policy is not to discuss or even confirm that an investigation is underway, Sessions is unable to say anything about the ongoing investigation as the reason that a special prosecutor is not needed.

Good insight into Session’s execution of the case. When the indictments fall it will be stunning and comprehensive.

The FBI is "already" investigating Uranium One? Appointing a special prosecutor will delay the case?

The FBI started investigating Uranium One back in about 2010? They(Rosenstein) even gave plea deals to a couple of low level hacks and then they (Mueller and Holder) covered the rest of it up.

There can be no honest active investigation with Rosenstein in charge while Sessions is recused.
