I guess the (lack of)Ethics Committee can decide to investigate anything, but I don’t really see how they can look at either Franken or Moore for events well before Franken being elected or Moore potentially elected to the senate.

I think they would be setting a precedent. Has any Congressscritter been censured or expelled from the Senate for things they did before being elected? I don't believe so. As has been noted, do these clowns really want to open that can of worms? If it's found someone commited fraud before they were elected, do you expell him? If not, why not if you can expel him for sexual misconduct?
