Is it illegal to kiss a 17-year-old now and/or at that time 40 years ago? I don’t think “age of consent” laws have anything to do with dating, just physical activity. So you could date someone underage as long as it was non-sexual. I have no idea if “kissing” is an activity that would violate an “age of consent” law. None of these articles are even asking these basic questions.
He emphatically denied anything involving the 14-year-old, which is activity that would almost certainly be illegal now or then if it was true. But conflating the other alleged activity with it is invalid. They are not comparable incidents at all.
