I don’t know about Canadians, but I did meet an Irish bloke who told me he entered it on a dare as the result of a pub bet, and was surprised to win.
Once he did he figured he may as well come.

Interesting story. My post was a little awkwardly worded (multitasking, lol), but I meant to say that Canadians were not allowed to participate when I checked back in the 1990s and I wonder if they ever were. At the time, I recall some silly character at the barber shop I went to back then going on about how he knew someone who entered the lottery and figured all Canadians could, but as it turned out the wife was of a different nationality so therefore that person probably entered using his wife’s birth citizenship from another country that was allowed.
