FARA is hardly ever used to bring criminal charges, with fewer than ten cases and one conviction since 1966 for working for foreign political interests without filing paperwork with the Justice Department.

That's because FARA is a "cold war / red scare" relic of dubious constitutionality. I imagine a good lawyer could get it tossed on "freedom of association" grounds.
