Special counsels are called for when there is a conflict within the Executive Branch. Clinton/DNC are not in the Executive Branch. Any US Attorney or an ordinary DOJ task force could investigate and prosecute DNC/Clintons.

Thanks for this clarification. Why do you suppose such an investigation is not happening? Or, perhaps one is that has not been made public?
